Description
CLASS SUMMARY:
Responsible for obtaining electric signatures for all contract documents, maintaining the contract management and electronic bidding systems. Assists with sourcing and contracting activities in support of a variety of departments.
ESSENTIAL DUTIES:
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

Enter all contracts and related documents for electronic signature and track to completion (currently in Adobe Sign)

Enter and maintain contract documents (revenue and non-revenue) in appropriate contract management systems (currently ABRM and OpenGov)

Perform the following activities for all procurements during solicitation process (ITB/RFP/RFQ): Prepare and send all legal notices for publication Schedule pre-bid meetings and site visit resources (e.g., room, vehicles, driver, etc.) Schedule meetings and resources (e.g., room, vehicles, virtual meeting space, etc.) for evaluation meetings and interviews, if necessary. Attendance at evaluation meeting and interviews may be required.

Maintain Future Opportunities web page to include upcoming projects.

Monitor new and separated employee emails and alert responsible C&PA staff member when OpenGov accounts need to be added or disabled.

Import spending data to OpenGov, on a regular basis (currently weekly).

Assist with sourcing activities which may include obtaining written and verbal quotes for one-time purchases and/or long-term fixed pricing, interviewing sales reps, negotiating with suppliers, analyzing quotes, and creating and maintaining appropriate records.

Assist with creating part numbers and maintaining Master Parts File.

Assist with monitoring and following up on past due purchase orders and assists Finance with invoicing issues, which may include reviewing order status, communicating with suppliers (written and verbal), reconciling shipping errors, and securing return authorizations when required.

May assist with drafting, reviewing, interpreting, and negotiating agreements, amendments, and extensions in support of a variety of business transactions.

Serve as an information resource in the use of electronic signature, contract management, and electronic bidding systems.

Assist in maintaining vendor/supplier records in systems (Oracle/Infor).

May assist with developing and maintaining an internal communication repository for CVGAA staff.

(Once implemented) Coordinates project management system procurement and/or contract entries/maintenance (currently PMWeb).

Performs other duties of a similar nature and level as assigned.

May provide administrative support for Contract & Procurement Administration Department.

May prepare a variety of correspondence, some of which may be non-routine, complex, and/or confidential in nature. Selects appropriate design and format to present work in a professional manner. Examples include, but are not limited to, letters, memos, reports, quotes, etc.

Performs other duties of a similar nature and level as assigned.
TRAINING AND EXPERIENCE:
Associate degree in a related field to the area of assignment and two years of related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING/CERTIFICATIONS:
- Maintains Security Identification Display Area (SIDA)
- Obtain and maintain position appropriate NIMS & emergency training.
KNOWLEDGE OF:
- Procurement policies and procedures.
- Federal, state, and local laws and regulations governing public procurement and contracting.__
SKILL IN:
- Clearly and effectively communicating, and advocating, both orally and in writing.
- Use of a variety of computer-based technologies including word processing, and spreadsheets.
- Establishing and maintaining effective, fair, cooperative, collaborative, and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
ADA & OTHER REQUIREMENTS:
Positions in this class typically require standing, walking, talking, hearing, seeing and repetitive motions.
Sedentary Work: exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
